A bill to overhaul the sexual harassment reporting system on Capitol Hill is being introduced in the House. The measure would streamline the reporting process, give victims more rights and take taxpayers off the hook for settlements involving members of Congress. Republican Congressman Gregg Harper of Mississippi, who helped write the bill, told NBC News it "goes a long way toward preventing future bad behavior."
The bill comes in the wake of the #MeToo movement, and months after sexual misconduct allegations forced multiple members of Congress to retire or resign.
